隨著世界女性經濟力的崛起，建構一個健全平等且性別友善的女性創業環境、推動女性創業政策及相關輔導措施及協助拓展女性就業商機，是世界各國政府皆致力推動的政策方向。隨著女性教育水準提升，讓女性創業能夠兼顧家庭與事業，本其特質投入創業實現自我、發揮所長並回饋社會，成為新崛起的經濟實力。
 
「女性創業飛雁計畫」為經濟部中小企業處下的創業計畫，以2014 APEC宣言為主要架構，提供女性創業者於創業各階段所需要的協助。女性創業飛雁計畫依據女性創業特質，持續針對不同階段、不同需求之創業女性，提供客製化及整合性服務措施，建構相關配套的輔導機制，並整合既有政策優惠及串聯創業資源網絡，有效協助拓展女性創業商機及領域。近年透過大雁帶小雁模式，聯結產業鏈上下游資源，持續針對不同需求之女性創業者，規劃客製化及整合性服務措施，提供課程、輔導、商機媒合、資源連結，並持續舉辦年度女性菁英典範選拔競賽，持續推動女性創業育成相關措施。以「建基盤」、「助成長」、「選菁英」的概念，營造友善女性的創業環境、帶動女性創業風潮、提升女性經濟力與競爭力，以培育女性創業亮點，帶動台灣女性創業的夢想與活力。

The Women Entrepreneurship Program, launched in 2013 by the Small and Medium Enterprise Administration, Ministry of Economic Affairs, provides diversified resources to support women entrepreneurship and create an inclusive, equable, and friendly entrepreneurial environment. The program is specialized in supporting entrepreneurial women who face various challenges at different stages. To remove obstacles on their entrepreneurial journey, a supporting counseling mechanism, government incentives, and entrepreneurial resources are provided by the Women Entrepreneurship Program, effectively developing their businesses and expanding business opportunities. According to the framework for the 2014 APEC announcement, a core competency highlighted on including “Consolidated Foundation,” “Boosting Growth,” “Elite Selection,” and “Internationalization” is used to cultivate and empower women, and enhance competitiveness, in order to drive the dream and vitality of women entrepreneurship in Taiwan.
